The Hague Service Convention is a multinational agreement, formulated through the Hague Conference on Private International Law and prescribes methods for transmitting judicial and extrajudicial documents for service abroad.

Each Nation can write its own treaty terms.

Each nation is allowed to make changes to the treaty that affects the methods of service, which treaty provisions will be enforced and which will be prohibited, and whether translations are required or not. These reservations, declarations and notifications have the practical effect of allowing each nation to write its own treaty terms.
